Prime Minister Phan Van Khai was appointed "Commander in Chief" of the Anti-Corruption Committee under the new law by unanimous agreement of the deputies. "The committee will not do the job of functional offices of the State apparatus," assembly Legal Committee director Vu Duc Khien reassured the deputies. NA to pass 14 laws, one resolution at 8th session (15-10-2005) HA NOI — The 11th National Assembly (NA) will discuss and pass 14 laws, one resolution and debate nine draft laws at the 8th session, announced Chairman of the NA Office Bui Ngoc Thanh yesterday. The parliament, Thanh said, would also reform its style of discussions to encourage more deputies take part and improve the quality of debates so as to enhance the laws to be passed. Deputies were expected to register for debates over laws they are interested in, Thanh told a press conference yesterday. Major projects A draft resolution on criteria for key national projects was passed by NA delegates yesterday on the thirty-first working day of the ninth session.The resolution was approved by 84.99 per cent and it will come into effect on October 1. Under the resolution, key national projects must comply with the following criteria: The amount of invested capital should be at least VND20 trillion (US$1.25 billion), with 30 per cent or more coming from State coffers. Projects posing a serious potential risk to the environment, such as nuclear power plants and projects changing the land use of protected forests and natural reserves are also included. NA aims to pass 14 laws this fall (29-08-2005) HA NOI — The National Assembly plans to pass 14 laws and one resolution at a meeting scheduled for October 18 in Ha Noi, according to a communique released at the end of the 32nd session of the NA Standing Committee in Ha Noi from August 22-27. The laws include the Law on Environmental Protection (revised), the Law on Bills of Exchange, the Law on Intellectual Property, the Law on e-Transaction, the Law on Housing, the Law on Youth, the Law on People’s Police, the Law on Practice of Thrift and Anti-Corruption, the Enterprise Law, and the Investment Law; and the resolution is on a law and ordinance programme for 2006. NA passes new laws on trade, tourism, minerals (13-06-2005) HA NOI — The National Assembly has passed two new laws on tourism and trade tariffs besides amendments to an existing law on minerals. On Saturday, the house approved the Law on Tourism and Law on Import and Export Tariffs, which will both take effect at the start of the new year, and amendments to the Minerals Law of 1996 which decentralise licensing powers. Comprising seven chapters and 29 articles, the Law on Import and Export Tariffs includes articles on tax payers, tax on cross-border exchange of goods, tax calculation, and protective measures against dumping. It codifies existing regulations on tariffs and fulfils Viet Nam’s commitments towards integrating into the global economy, particularly its efforts at WTO membership. Maritime prioroties include the maintenance of maritime safety, security, and cooperation, freedom of navigation and overflight. A public declaration on Recent Developments in the South China Sea was released yesterday by the High Representative on behalf of the 28 EU Member States. The EU does not take a position land, territory and maritime claims in the South China Sea. Instead, the EU urges all claimants to resolve disputes through peaceful means, to clarify the basis of their claims, and to pursue claims in accordance with international law, including UNCLOS and its arbitration procedures.
