Flood Control in HCMC: Not A Tough Problem By Nguyen Minh Hoa A man waiting for rainwater to drain in HCMC - PHOTO: TRUONG THANH TUNG “Natural drainage” is arguably the best solution for flood control in HCMC in the current situation. With this solution in effect, there is no need for capital intensive flood control projects, land for artificial lakes and huge pumps as well as the controversial initiative of using jars and vessels for rainwater storage. Saigon was established more than 300 years ago from a fishing village of tens of houses in a small basin called “Ben Nghe.” As a common practice worldwide, the first agglomerations always chose a high area for living, and so did the Saigonese at that time. The French vision As early as in 1862, when Saigon was still under the French domination, the French administrators zoned Saigon the way they would do to a European city and thought of the optimal solution for drainage. The first urban planning for Saigon … [Read more...] about Flood Control in HCMC: Not A Tough Problem

The residents of Red River
Viet Nam News By Paul Kennedy The Red River that dissects Hà Nội takes its name from the colour of the silt that tints the water. But maybe there’s another reason for its moniker as this 1,149 kilometre stretch has been the life blood of Việt Nam for hundreds of years. In the 19 th century it was a lucrative trade route to China and remained the main commercial route between French Indochina and Yunnan Province. Today cargo ships can be seen carrying goods to and from the many ports dotted along its banks. But unbeknown to many living in the capital city, the Red River is a place many people call home. Living in make-shift shelters constructed from just about any items they can scavenge, find or even recover from the river itself, around 25 families live in this floating community. The 1000-year-old capital of Việt Nam is a lot of things — its cultural quirks, historical richness and economic vitality might be fascinating; but most wouldn’t consider it an ‘organised’ city, in the sense of modern urban centres that have come to characterise much of the developed, post-industrial economies. At least, not yet. Authorities in Hà Nội are attempting to rectify this ungainly mess with an ambitious ‘smart city’ … [Read more...] about Hà Nội City makes the case for a smart transformation
