The five Deputy Prime Ministers are Nguyen Sinh Hung with 88.84 per cent of the votes cast; Pham Gia Khiem with 96.35 per cent; Truong Vinh Trong with 83.98 per cent; Hoang Trung Hai with 72.62 per cent and Nguyen Thien Nhan with 79.31 per cent. A Political Platform to build the nation in the transitional period towards socialism passed at the seventh National Congress of the Communist Party of Viet Nam in June, 1991 is up for review at the 11th congress in 2011. Viet Nam's pathway to socialism is unique. The country now positions itself in a transitional period on the way to socialism and eventually, communism. Professor Dr Nguyen Phu Trong, a politburo member and Chairman of the National Assembly, has written the article The Development of the Awareness of the Party From the 1991 Political Platform Until now. Each Congress is considered an important historical milestone in recognising the Vietnamese revolution's victories, achievements and lessons. A conference to unite Communist organisations in Viet Nam, presided over by Nguyen Ai Quoc, took place from February 3-7, 1930 in Kowloon, Hong Kong (China). This was an event of historical significance as the Congress establishing the Communist Party of Viet Nam.
