Toll fee collection time shortened on Hà Nôi-Hải Phòng expressway

Part of Hà Nội-Hải Phòng Expressway. — Photo dantri.com.vn Viet Nam News HÀ NỘI — The investor of the Hà Nội – Hải Phòng Expressway could collect toll fees for 28 years, 8 months, and 27 days, about one year less than originally envisaged. This is one of the conclusions announced by the State Audit Office of Việt Nam (SAV), after auditing the expressway project from October 3, 2016 to December 1, 2016. The 105-km expressway starts from Hà Nội’s Belt Road 3 intersection, passing through Hưng Yên and Hải Dương provinces, and ending at the Đình Vũ seaport in Hải Phòng. The project was undertaken using a Build-Operate-Transfer contract. The project’s cost was first estimated in 2008 and updated in 2014, as total investment and other major figures changed. The project investor – Vietnam Infrastructure Development and Finance Investment JSC (VIDIFI) – submitted the project’s adjusted estimate to the Construction Ministry and Transport Ministry. Private and even luxury cars have the fake badges stuck in their windscreens, according to the Hà Nội – Hải Phòng Expressway Exploitation and Management Company. According to the General Department of Natural Response and Recovery under the Ministry of Agriculture and Rural Development (MARD), only the department and provincial steering committees for natural disaster prevention and control had the right to issue badges, which can be legitimately used by drivers who are working on dyke protection projects or responding to natural disasters. The cut is applicable for cars of individuals who have permanent household registration or organisations and enterprises that have headquarters in some communes of Thanh Hóa and Nghệ An provinces that are located less than 5km from the booth. The communes include Trường Lâm, Hải Thượng, Mai Lâm and Hải Hà of Tĩnh Gia District, Thanh Hóa Province; Quỳnh Thiện, Quỳnh Lộc and Quỳnh Vinh communes of Hoàng Mai Town, Nghệ An Province. The rises, as proposed by the ministry, range between 12% and 18% to guarantee profitability for the investors of these projects, and as usual, road users have no choice but to dig deeper into their pocket to pay the higher fees in the absence of an effective oversight mechanism. There have been hundreds of protests by drivers against collectors over what are claimed to be unreasonable locations of tollgates or the time length of collection, and there have also been dozens of inspections launched by State agencies into toll-gate operators over suspected irregularities regarding costs and revenues.
