In the context of disruptive changes in the world oil market, the Government had already put in place measures to cope with the negative impacts on production and the public. However, the goal seems to be out of reach as budget collection plunged deeply in the January-September period. So far, some 50% of foreign direct investment (FDI) firms in Vietnam reported that they are operating at a loss. In HCMC, some 60% of 3,500 FDI firms have been reporting losses for many years, the agency announced at a recent conference.
