Eight days after the vote, political newcomer Andy Kim was declared the winner of the tight race for a seat representing New Jersey's 3rd Congressional District, defeating two-term term Republican U.S. Rep. Tom MacArthur, according to the Associated Press. MacArthur called to congratulate Kim on his victory Wednesday evening, according to a statement put out by his office. Kim declared victory Nov. 7, but MacArthur didn't initally concede, saying there were still at least 7,000 votes left to count. "Tonight, I called Congressman-Elect Andy Kim to congratulate him on his victory. Enough provisional ballots have been counted to make the outcome clear," MacArthur said in a prepared statement. Democrat Andy Kim's lead in the 3rd District congressional race over incumbent Tom MacArthur remains four-digits thin — thinner than the number of votes that went to a third-party candidate, Larry Berlinski. Berlinski said his views align more closely with Republican MacArthur than Kim. Berlinski, who ran as a Constitution Party candidate, said he believes the federal government has grown beyond the boundaries prescribed by the U.S. Constitution. Berlinski's focus was on shrinking the federal government. Berlinski said he's "been getting a couple of jabs" by detractors since the election. But it's unknowable whether if Berlinski didn't run, his 3,845 votes would have gone to MacArthur to put him in the lead. In the latest count as of Monday afternoon, MacArthur has 146,978 votes to Kim's 150,405. That's a lead of just 3,427 votes out of a little more than 300,000 votes cast. The California assemblyman behind Proposition 7 – the daylight saving time measure that voters passed overwhelmingly on Tuesday night – said Wednesday he plans to introduce a bill as soon as the legislative session starts in Sacramento next year that would make daylight saving time permanent in the Golden State. If approved, that would mean that Californians would “spring ahead” in 2019 and never fall back – assuming the federal government OKs the change. “This is not a partisan issue; it’s a health issue, and a quality-of-life issue,” Assemblyman Kansen Chu, D-San Jose, said in an interview with The Desert Sun. Opinion: Even if Maricopa County hadn't experienced inexcusable voting problems, Arizona's primary still would have been decided by the minority. Poor Maricopa County. It may have the most voters in the state, but they endure inexcusable election day blunders. Make that habitual blunders. Tuesday’s foul ups were an echo of the 2016 primary, which produced long lines and disenfranchised voters. The staggered five-week vote in that state alone marks the biggest election in the world in 2017. Indian Prime Minister Narendra Modi's ruling Bharatiya Janata Party, or the BJP, won in a landslide, taking a total of 312 -- over 75% -- of the 403 seats on offer in the biggest majority for any party in Uttar Pradesh since 1980.
