A study by the Institute of Labour Science and Social Affairs shows that up to 37 million labourers work in the unofficial sector, accounting for 71 per cent of the domestic workforce. They can be farmers, seasonal workers, home helpers, or street vendors. Those workers contributed more than 32 per cent to the nation's annual GDP, yet about 35 million of those will not have a pension when they get older and are incapable of working anymore. A report released by the NA’s Committee on Social Affairs (NACSA) yesterday, the last of its 12-day meeting, said the country’s schools have not met the huge and growing demand for vocational training. The reason, according to the committee, was because of the shortage of schools, poor educational infrastructure, and the uneven distribution of training centres at the district level. This has resulted in a situation where the number of trained students increase each year but is still far from matching the economy’s demand. At a UN-hosted international workshop on the development of social security systems for human development, Hendra said the rapid formation of national markets and greater participation in regional and global economies had accelerated existing trends towards social and geographic mobility. As a result, said Hendra, "Vietnamese people are increasingly dependent on wages and salaries", instead of the safety provided by co-operatives and State-owned enterprises.
