It was part of a programme that recently got the greenlight from Nguyễn Đức Chung, chairman of the capital People’s Committee, aiming to implement thrift and anti-waste work this year, the Tuổi trẻ (Youth) newspaper reported. State-owned houses are allotted to public officials, usually leaders of State, Government, ministries and agencies when they are assigned to certain posts or missions. Chung has ordered the authorised agencies to reclaim State-owned houses from those who have retired and are misusing the accommodation. Following the programme, Chung also asked State-owned agencies to return old buildings to the city after they have moved to new buildings. The violations and the poor quality of planning of residential areas were found after the inspectors checked 38 out of 204 projects. Housing plans were adjusted several times, leading to changes in the heights of buildings and land use coefficient. In particular, the arbitrary adjustment of plans affected the rulings and interests of the State, according to the inspectors’ conclusion. “This situation has led to difficulties in building a correlative urban planning for the city," Trần Hữu Lợi, head of the inspection delegation, told the Tiền Phong (Vanguard) newspaper. Minh said more than 5,750 employees were made redundant in 2015, more than 11,900 employees in 2016, about 12,660 employees in 2017 and some 9,460 in the first seven months of 2018.
