New York state lawmakers are blocking the charter schoolhouse door. Albany’s arbitrary cap blocking the opening of new charter schools in New York City has left 52,700 mostly black and Hispanic students from the neediest neighborhoods languishing on waiting lists, records show. The clamor to get in comes from some of the city’s neediest neighborhoods, according to an analysis by the New York City Charter School Center. In The Bronx, there were 27,020 applicants for 6,969 available seats for the current school year, leaving 20,051 students stranded. In the South Bronx — the borough’s poorest area — there were 17,234 applicants for 4,453 seats. The median pay package for the top leaders of the 16 charter schools in Boston was $170,000 last year, making most of them among the highest-paid public school officials in Boston, according to a Globe review of payroll data.One charter school leader, Diana Lam of Conservatory Lab, earned more money than Boston Superintendent Tommy Chang, even though she oversaw a school of just 400 students. Lam, who retired in 2016, collected $275,000 in salary and an additional $23,000 for unused personal time off. Chang received $272,000 in total compensation.The Globe review offers a rare examination of payroll records at the city’s 16 independently run charter schools — public institutions that are overseen by state education officials and operate as separate government entities from the city.Consequently, when the city releases its payroll data each year, information about the charter schools is not included. This year’s round of charter school applications came to an end on Tuesday, with no new charters granted.By statute, charter approval requests come before the Board of Elementary and Secondary Education at its February meeting. Three groups submitted prospectuses for charter schools to the department last August, and two of those — Equity Lab Charter School in Lawrence and Massachusetts Wildflower Montessori Public Charter School: Haverhill — were invited to submit full applications.Education Commissioner Jeffrey Riley told the board at its Tuesday meeting that the applicants behind Equity Lab withdrew their request on Jan. 31, before he reached his final decision, and that he was not recommending Wildflower Montessori for approval, citing concerns around governance, management and special education.Riley said the Wildflower proposal had strong elements but did not “substantially meet our approval criteria.” Get Metro Headlines in your inbox: The 10 … [Read more...] about State board declines to approve new charter schools
Two more former executives from the shuttered Discovery Creemos Academy charter school have been indicted for their alleged roles in an estimated $2.2 million fraud involving the use of false student attendance numbers to spike enrollment. The indictments of Harold Cadiz and Joann Riojas Vega were announced Wednesday by Attorney General Mark Brnovich, who has called for the 2019 Legislature to pass tougher laws to regulate charter schools. The indictments come less than a week before the Jan. 15 sentencing of Daniel K. Hughes, the former president and CEO of Discovery Creemos. In November, Hughes admitted in Maricopa County Superior Court to defrauding the state and federal government by inflating the Goodyear charter school's enrollment by hundreds of students. LAKEWOOD - On a recent morning, Diane Oxley led a group of kindergartners in light blue polo shirts through a reading and writing lesson. For some of these township students, the lesson was doubly difficult because English isn't their first language. Nonetheless, the students persevered. Their parents are just as determined. They want to provide their children with the closest thing to an elite education that public money can buy. "Parents want their children to be here," said Oxley, who teaches at Ocean Academy Charter School, the county's first charter school.
