With National Assembly Standing Committee members’ offering varied opinions on the draft, Thuy stated that commercial papers have not become a common payment method among domestic businesses due to the absence of concrete regulations on their issuance, utilisation and circulation in the market. Banks have not yet been able to grant businesses credits in the form of discount bills or guaranteed loans using commercial paper mortgages. For small businesses, buying on credit and deferred payments have become commonplace. In this method, debts are normally recorded in books held by the creditor.
