HA NOI (VNS) — Ha Noi police department has just announced a traffic plan for the Tet (Lunar New Year) 2016 holiday, banning trucks from entering the city during rush hour. Accordingly, trucks (except those transporting goods for price stability and regulated by the city People's Committee) are banned from entering the city from this Monday to Saturday (February 6) from 6am to 9am, 11am to 2pm and 4pm to 7.30pm. During this time, the trucks will take the following routes: Trucks travelling from the eastern and north-eastern provinces to southern provinces can use the Thanh Tri Bridge - Ring Road 3 route. The city’s Department of Transport has, so far, installed signs prohibiting taxis and nine-seater commercial cars and smaller ones, including those of popular transportation networks Uber and Grab, on nine out of 13 streets. The ban is due to go into effect from Thursday. Accordingly, commercial cars will not be allowed to run between 6 and 9am and from 4.30 to 7.30pm. Under the government’s Decree No. 49/NĐ-CP, issued on April 22, 2017, mobile connection can be blocked by service providers if customers fail to update their personal details before April 24. Under the decree, all mobile phone subscriptions activated before April 24, 2017, have to be registered with accurate information of owners, including name, identification/passport number and a profile picture. If they fail to register, the service provider will block incoming calls after 15 days and stop providing services in the next 15 days. HA NOI—The number of traffic infringements in Ha Noi tumbled 50 per cent in the first week after stiffer fines were introduced on Thursday, May 20, police report. About VND2 billion (US$105,000) was paid for 7,600 traffic infringements. Going helmetless was still the principal infringement at 1,469. Traffic police caught 1,139 drivers or their passengers not wearing a seatbelt and 847 stopping or parking illegally. The offence now carries fines ranging from VND600,000 to VND 1 million ($32-53) and this has made drivers, including taxi drivers, think twice about stopping and parking indiscriminately. The police said they often met resistance to the heavier fines. For example, although children older than six are required to wear helmets many parents refused to pay the fine after they were caught and insisted that their children were too young to wear a helmet.
