Nguyễn Văn Hải, 37, from Hải Dương Province’s Chí Linh Township, was wanted after he raped a 4-year-old girl in 1999 and then escaped. When he was in hiding, Hải used the identity card of his friend Phạm Văn Thương. In 2011, taking advantage of the loopholes in paperwork management of the authorities, Hải made a new passport and fled to Russia. He returned home in early 2015 and lived with a woman in Hải Dương Province’s Thanh Miện District. However, due to his difficult economic situation, he went to Quảng Yên town in Quảng Ninh Province to work as an onboard mechanic. The passenger, residing in B ình Thuận Province and returning to HCM City from Brazil, was checked and found to be carrying drugs. Customs found four packets of cocaine hidden in her luggage between clothes, shoes and cosmetics. The detainee said that she met a Nigerian through a social network site and the man offered her air tickets to Brazil. Before her return home from Brazil, the Nigerian asked her to bring gifts for his relatives in HCM City. The detainee and the drugs were transferred to the city police for further investigation.
