The opening ceremony gathered the country’s leaders, including General Secretary Nong Duc Manh, President Nguyen Minh Triet and Prime Minister Nguyen Tan Dung, as well as former general secretaries, presidents and prime ministers and almost 500 deputies. NA reviews construction of laws, decrees in 2007 (31-10-2006) HA NOI — The National Assembly yesterday discussed the draft of its programme to build laws and ordinances for 2007, and the draft of the NA’s 2007 Supervision Programme. During the discussion, which also reviewed on this year’s implementation of the programme to build laws and ordinances, deputy Le Manh Hung of Ha Tinh Province and Nguyen Duc Dung of Kon Tum Province reported that some problems still plagued the programme. The main reasons, they said, were slow draft law preparation and low quality in some of the draft laws and ordinances presented to the NA for debate. Delegates agreed that the legal documents that guide the preparation of the laws were not specific enough, which limited effective implementation of the laws and ordinances. NA reviews key national projects, drug rehabilitation (12-10-2006) HA NOI — The National Assembly Standing Committee yesterday discussed key national projects including the resettlement of more than 20,000 people affected by the Tuyen Quang Hydropower Plant Project and how to move the stalled Ba Ria-Vung Tau Gas-Power-Fertiliser Project forward. According to a Ministry of Industry report, the Tuyen Quang Hydropower Plant Project is being built on the Gam River in the Na Hang District of northern province Ha Giang with a capacity of 342MW and investment from the Viet Nam Electricity Corporation (EVN). The total capital for the project is VND7,522 billion (US$470.1 million), of which VND1.293,2 billion ($80.8 million) is being allocated to the resettlement of local people. The plant is due for completion by 2008, to produce an annual output of 1,295kW. The new legislation marks a giant step in Viet Nam’s economic adaptation to WTO legal rules, with the Government vowing to push hard for the law’s ratification and protection of IP rights. At the second session, the law-making body will discuss and pass four bills and one draft resolution and comment on 14 other laws. To prepare, NA Chairwoman Nguyễn Thị Kim Ngân agreed to a proposal to organise a conference of full-time legislators to debate several crucial law projects. NA separates public notary from authentication duties (30-09-2006) HA NOI — A proposed law on public notary will not regulate the authentication of certificates. This was agreed by National Assembly Standing Committee members at their discussion of the issue law yesterday. During their discussion, committee members analysed the differences between public notary activities and authentication activities, based on their characteristics and contents. Under the proposed law, notary offices will only notarise contracts and transactions. Documents requiring authentication will be handled under Government Decree 75/2000/NQ-CP, as will other relevant legal documents, including the law on state apparatus, land law and the civil code. Once the law covering public notaries is approved by the National Assembly, the Government will issue a decree to guide the application of the law.
