Under the government’s Decree No. 49/NĐ-CP, issued on April 22, 2017, mobile connection can be blocked by service providers if customers fail to update their personal details before April 24. Under the decree, all mobile phone subscriptions activated before April 24, 2017, have to be registered with accurate information of owners, including name, identification/passport number and a profile picture. If they fail to register, the service provider will block incoming calls after 15 days and stop providing services in the next 15 days. Nguyen Tat Thanh, the Minister Counsellor and Deputy Permanent Representative of Viet Nam to the UN, said the TRP, a non-governmental organisation (NGO) with consultative status with the UN Economic and Social Council (ECOSOC), has allowed the Ksor Kok’s Montagnard Foundation Inc (MFI) to take advantage of UN forums to distribute fabricated information regarding Viet Nam. They will replace the existing Enterprise Law and Foreign Investment Law on July 1, 2006. As it is with much of Vietnamese law, it is difficult to clearly interpret the law and fully predict the impact without implementing decrees. While the common Investment Law has many ambiguities and vague clauses, it should be noted that significant changes were made throughout the drafting process. The previous drafts left out certain Government guarantees, shifted the burden of establishing incentives on investors, and left resolution of disputes in the hands of the Government.
