HÀ NỘI – The National Assembly’s Committee for Judicial Affairs yesterday continued its sixth plenary session to discuss amendments to Law on Judicial Records. According to a Government statement, since the law’s implementation, judicial record card issuance has basically met public expectations and solidified judicial record cards’ role in State and social management. However, regulations on the database of judicial records have limitations. In particular, the issuance of judicial record card No. 2, issued at the request of individuals who want to know their judicial records, has been abused. The draft law on judicial records proposes removing regulations related to judicial record card No. 2 issuance to protect the rights, benefits and secrets of individuals. An unofficial survey in Hà Nội revealed several instances in which high-voltage power lines had violated safety corridors, threatening the electrical supply for the city. In January, an unidentified unit was caught moving trees in front of the Phạm Văn Đồng gate of the Ministry of Public Security, which is within the ‘safety corridor’ of an underground power cable that runs from Chèm Village in Từ Liêm District, through Nghĩa Đô Ward in Cầu Giấy District to Mỹ Đình Commune in Từ Liêm District. Parliament discusses new Treaties Law (17-05-2005) HA NOI — A draft law that will govern the way Viet Nam deals with its international treaties was debated by the National Assembly yesterday. The proposed law stipulates the way in which international treaties will be concluded, ratified and enforced. The deputies discussed a range of issues at the session supervised by NA deputy chairman Truong Quang Duoc. These included naming the law and treaties that are either contrary to or not included in legislative documents written by the National Assembly and its Standing Committee. They also discussed the link, if any, between international treaties and domestic law. The debate followed a report by the assembly’s foreign affairs committee chairman Vu Mao. Duoc told the deputies that the draft law had undergone primary corrections at a special conference of members of parliament in February.
