NA makes headway on amnesty, chemical laws (29-03-2007) HA NOI — National Assembly deputies continued working sessions, debating the Law on Amnesty, Law on Chemical Substance and issues handled by the People’s Supreme Procuracy and the People’s Supreme Court in the last two days. The deputies heard a report on the draft law by General Le Hong Anh, minister of public security. According to the report, amnesty was defined a special leniency by the State, through a presidential decision to release prisoners before the completion of their prison terms, or commuting sentences entirely as rewards for good behavior, or for repentance and reformation. The amnesty reflected the humanity of the Vietnamese people and State to prisoners who have shown their repentance, Anh said. Anh said that, since 1945, the State had granted amnesty forty times to coincide with special events. Luong Ngoc Trung Lap, former head of the market research department of the Southern Fruit Research Institute, confirmed the export volume of mangoes to the Saigon Times . He added that the local mangoes were licensed to enter the United States on February 18 this year, after 10 years of negotiations.
