Deputies debate Law on Bidding (10-11-2005) HA NOI — Deputies argued for provisions to both limit the nomination of contractors for State-funded projects and prevent "closed" bidding when they discussed the proposed Bidding Law in the National Assembly yesterday. They did so after parliament’s Economy and Budget Committee Director Nguyen Duc Kien reported that up to 85 per cent of State-funded projects had been given to a ‘nominated’ contractor instead of going to tender. The prevailing system has resulted in corruption and waste. Deputy Le Minh Hong, northern Ninh Binh Province, rejected provisions in the draft law that would allow the nomination of a contractor in an emergency. The provision was vague and could easily be abused, he said. Law on Lawyers The Law on Lawyers, which will replace the July 2001 ordinance on January 1, 2007, was adopted yesterday with a nearly 84 per cent approval vote. Article 14 states that apprentice lawyers must complete 18 months of apprenticeship. They are allowed to help their senior lawyers in their duties, but not allowed to take up professional practise or have clients during their period of apprenticeship.
