CHESTER COUNTY, PA — A pair of Pennsylvania state constables have been arrested and charged after they were illegally employed by a contractor of Sunoco's to enforce private security at the highly controversial Mariner East pipeline in Chester County. The constables, elected officials responsible for preserving the peace at polling places and making arrests in limited circumstances, identified themselves as law enforcement as they turned away the public from a pipeline drilling accident that occurred on a homeowner's property, according to the District Attorney's Office. Michael Robel, 58, of Shamokin, a constable in Northumberland County, and Kareem Johnson, 47, a Coatesville resident and constable in Chester County, face numerous charges, including official oppression, Ethics Act violations, and bribery. Erie, Pennsylvania, experienced the latter on Monday, when a total of 34 inches of snow fell on Christmas Day, blanketing the city and shattering the city's previous records for snowfall in a single day. The snowfall total was more than four times the city's previous all-time Christmas record of 8.1 inches, and it also broke the record for most snowfall in one day in the city's history, which was 20 inches on November 22, 1956. But people who live outside the Great Lakes may well have never experienced this weather condition. The Great Lakes is the only place where it happens in the United States, except occasionally at the Great Salt Lake in Utah, CNN meteorologist Brandon Miller said. So what exactly is lake-effect snow? Arctic air brings bone-chilling temperatures to US Miller said it happens when very cold, windy conditions form over a not-so-cold lake. The lake might be 40 degrees, he said, and the air zero degrees. "That differential in temperatures creates some instability and the water provides a moisture source," Miller said.
