NA passes laws on gender equality, workers abroad (22-11-2006) HA NOI — The National Assembly, which continued its 10th session yesterday after a 10-day recess to focus on the 14th APEC Economic Leaders’ Meeting, approved the draft laws on Vietnamese labourers working abroad on contracts and gender equality, and the amended Labour Code. Regarding the law on Vietnamese labourers working abroad, NA deputies agreed on a regulation to deal with contract violations. Depending on each case, those violating contracts would be imposed fines or held liable for criminal offence. If the violators cause damage, they would have to pay compensation. As for administrative violations, enterprises and offices that sent labourers to work abroad, related organisations and individuals would be either warned or imposed fines. Besides, violators may see their licenses revoked and their facilities confiscated. Legislators pass laws on residency, tax, notaries (23-11-2006) HA NOI — Breaking a legislative log jam following last week’s adjournment during the APEC meeting in Ha Noi, the 10th National Assembly session yesterday passed laws on residency, tax administration, technology transfers, notarisation and dike management. The new Law on Residency was approved after deputies heard a report on amending the draft law submitted by the National Assembly Standing Committee. The law passed with 83 per cent of deputies voting in favor. In debate leading up to the passage, the deputies agreed with the draft law’s content and recognised that the regulations were clear, specific and feasible. The law, including seven chapters with 36 articles, will officially take effect from January 1 next year. Provisions to ban drink driving, which had earlier stirred up heated debates at the NA’s seventh sitting, have been added to the law, with a consensus among 77.2% of the NA deputies. Accordingly, drinkers are banned from driving if their breath and blood register even low levels of alcohol. Nguyen Thuy Anh, head of the NA Committee for Social Affairs, said that the number of serious traffic accidents caused by drunk drivers has increased. The law, with four chapters and 35 articles, regulates principles, contents and resources to support SMEs, as well as responsibilities of agencies, organisations and individuals relating to the support for SMEs. Under the law, SMEs include micro-enterprises and small- and medium-sized enterprises with the average number of employees with social insurance being less than 200 per year.
