UK experts to hold training courses for Vietnam researchers The Saigon Times Daily HCMC - Under the framework of Newton Fund Vietnam, experts from Coventry University in the UK will hold three training courses for Vietnamese researchers. The courses will provide young Vietnamese researchers with essential skills for better research quality and more effective transfer of research results in line with the UK’s Research Excellence Framework. The five-day courses will kick off in Hanoi, Danang and HCMC from May 27, June 3, and June 10 respectively. They are open to researchers with more than three years of experience who are currently working at universities, institutes or businesses. The program is funded and organized by the Vietnam Institute of Science Technology and Innovation and the British Council. Enterprise law needs fine-tuning (07-03-2005) HA NOI — The much-awaited unified Enterprise Law needs further modifications in order to get rid of administrative snags and create a truly level playing field for all businesses, said a conference organised to review the latest draft of the law. Representatives at the conference last Friday, which included members of Viet Nam’s business community and lawyers, acknowledged that the law would create a breakthrough in the country’s business environment. Director of the Trans-Pacific Service Company, Nguyen Minh Phu said the unified law would be a big step for all economic sectors to get on an even keel. Talking Law (28-12-2005) Laws to provide equal footing for investors by Tran Anh Duc and Jesse Lieberman, lawyers of VILAF-Hong Duc The National Assembly passed the unified Enterprise Law and the common Investment Law in November. They will replace the existing Enterprise Law and Foreign Investment Law on July 1, 2006. As it is with much of Vietnamese law, it is difficult to clearly interpret the law and fully predict the impact without implementing decrees. While the common Investment Law has many ambiguities and vague clauses, it should be noted that significant changes were made throughout the drafting process. The previous drafts left out certain Government guarantees, shifted the burden of establishing incentives on investors, and left resolution of disputes in the hands of the Government. In debate on the Law on Residency, National Assembly deputies considered three different approaches to the household registration book, some calling for the book to be eliminated, others seeking to preserve it, and others proposing that it be combined with the issuance of national identity cards. Deputy Ma Dien Cu from Binh Thuan Province backed the Government’s proposal to retain the household registration book as it is vital in the fight against crime, particularly in big cities.
