NA committee reviews draft Law on Enterprises (15-09-2005) HA NOI — Reviewing the draft Law on Enterprises, the National Assembly’s Committee of Economic Affairs and Budget has concluded that requirements for a minimum legal capital and the management ability of enterprise owners were not obligatory conditions for granting business licences. The NA committee’s conclusion follows an earlier proposal by NA deputies requiring businesses to have a minimum legal capital and professional management ability for granting business licenses. According to the law compiling committee, legal capital was a minimum amount enterprises required to start businesses. However, it was difficult to enforce this condition for scientific and practical reasons. It fails to protect the benefits of creditors and relevant agencies or prevent those who are ineligible from establishing enterprises, the committee concluded. Swedish delegation meets NA deputy, reviews co-operation (06-03-2007) HA NOI — The National Assembly’s Deputy Chairman, Nguyen Van Yeu, said he hoped to strengthen ties with Sweden while receiving a delegation from the Swedish Parliament’s Foreign Affairs Committee led by chairman of the Swedish United Nations Association, Alexander Gabelick, yesterday. At the meeting, Yeu said he highly appreciated Sweden’s efforts in helping Viet Nam’s nation-building and development efforts as well as for its support during Viet Nam’s fight for independence. Yeu said he wished to strengthen co-operation and develop closer ties with Sweden. NA committee reviews chemical substance law (07-03-2007) HA NOI – The National Assembly Standing Committee gave additional comments yesterday on the draft Law on Chemical Substances as well as on a Government report regarding a gas-fired electricity plant and fertiliser project in Ba Ria-Vung Tau. Minister of Industry Hoang Trung Hai said approving the chemical bill was imperative due to rapid increases in the demand for chemicals for industrial use. In addition, Hai said, "the improper use of chemicals in the recent past has caused harm to human life and damaged the eco-system." Although chemical substances had been controlled by several regulations, no one legal document was comprehensive enough, said Hai. NA to pass 14 laws, one resolution at 8th session (15-10-2005) HA NOI — The 11th National Assembly (NA) will discuss and pass 14 laws, one resolution and debate nine draft laws at the 8th session, announced Chairman of the NA Office Bui Ngoc Thanh yesterday. The parliament, Thanh said, would also reform its style of discussions to encourage more deputies take part and improve the quality of debates so as to enhance the laws to be passed. Deputies were expected to register for debates over laws they are interested in, Thanh told a press conference yesterday. HÀ NỘI -– The 14th National Assembly (NA) plans to hold its second session from October 20 to November 18, according to the NA Standing Committee (NASC) yesterday. At the second session, the law-making body will discuss and pass four bills and one draft resolution and comment on 14 other laws. To prepare, NA Chairwoman Nguyễn Thị Kim Ngân agreed to a proposal to organise a conference of full-time legislators to debate several crucial law projects. She stressed the need to ensure the prompt delivery of prepared documents to deputies before the session. “The documents should be supplemented with reports of public concerns, including the settlement of Formosa incident consequences and the monitoring of industrial development in four central provinces,” Ngân said. The topic will be on the table from April 4 to 16 during the 13th NA tenure scheduled to open on March 21. Other topics under discussion include amendments to the law on the press, and care and education of children. The controversial Law on Demonstration, however, didn’t make the cut. NA Deputy Chairman Uông Chu Lưu said the Government needed time to carefully prepare the law before it was presented to the NA for approval.
