NA mulls State funding for films (15-02-2006) HA NOI — In a session on the Draft Law on Cinema yesterday, full-time National Assembly deputies discussed using State budget funds in film productions, licensing the import and distribution of foreign films, and cinema development policies. The session was part of a 12-day conference for full-time NA deputies that opened Monday in which a total of 11 draft laws are being covered. The Draft Law on Cinema will be put on the table for NA approval in the upcoming 9th session in May. Regarding the use of the State budget to make films, most of the deputies agreed with Article 23 of the draft law, which stipulated: in making films with the use of the State budget, investors must establish advisory councils in selecting scripts and organise bidding aligned with the Law on Tendering in selecting producers. The city government said in its proposal that the value-added tax (VAT), the special consumption tax and the environmental protection tax, among others, are areas with potential for further tapping. Products such as mobile phones, cameras, perfumes and cosmetics, as well as gaming business services and beauty services, should be subject to the special consumption tax.
