A new race down the line By Bach Dong It is estimated that e-payment via cell phones is unavailable to 70-80% of the local population - PHOTO: THANH HOA The Prime Minister has endorsed the use on a pilot basis of telecom accounts for payments of digital content services and small-scale e-commerce. This move may pave the way for Internet service providers to penetrate deeper into the Fintech business. However, industry experts contend that it is advisable to identify as soon as possible the payment modes to be used by service providers based on which the relevant legal framework system is built. Since the detection of the CNC-led online gambling scandal worth trillions of dong last April, the Ministry of Information and Communications (MIC) has considerably tightened the management of scratchcards used to pay for digital content services. The strengthening has exerted marked effect on telecom companies and digital content providers with some claiming sales drops of up … [Read more...] about A new race down the line

Minister of Agriculture and Rural Development Cao Duc Phat answers questions from NA deputies. —VNA/VNS Photo Nguyeân Dan HA NOI — National Assembly deputies questioned the value of allowing foreign investors to lease Viet Nam's forests yesterday. They also discussed ways to help rice farmers earn an adequate profit during a question-and-answer session with Agriculture and Rural Development Minister Cao Duc Phat. Deputy Le Nhu Tien, central Quang Tri Province, argued that allowing foreign investors to lease 300,000ha of forest land for 50 years would do more harm than good. "Farmers lack land for both agriculture and forests and many people are unemployed," he said. "Leasing forest to foreign investors is a narrow-minded policy." The deputy also asked if the practice complied with Viet Nam's laws and regulations governing national security, the environment and natural resources. AMD debuts first Radeon RX 6000 PCI-E video cards
AMD unveiled a trio of RX 6000 series GPUs, three RDNA 2 powered cards that undercut Nvidia's RTX 30 series in price with comparable performance and lower power consumption. AMD's three new cards all use the company's RDNA 2 architecture, which it envisions as the foundation of next-gen PC and console gaming. AMD designed RDNA 2 to provide an optimal balance of performance and power-efficiency. The architecture will also power both the PS5 and Xbox Series X. Along with increased performance and power efficiency, the GPUs also have ray-tracing capabilities and variable-rate shading. That brings the AMD cards more in-line with main rival Nvidia. The $649 Radeon RX 6800 XT is a direct competitor to the Nvidia RTX 3080. AMD says you can expect 4K and 1440p gaming performance that matches or beats the RTX 3080. At 250W, it also draws less board power than the Nvidia equivalent. The card has 72 compute units, 16GB of GDDR6 memory, and a 2,015MHz game clock. The Radeon RX … [Read more...] about AMD debuts first Radeon RX 6000 PCI-E video cards
