Unlike in foreign countries where the court plays a major role in handling violations of intellectual property rights, Việt Nam’s court system has not asserted its power as strongly on the matter, according to Nguyễn Như Quỳnh, MOST’s deputy chief inspector. “About 98.4 per cent of the violations in Việt Nam in the 2012-15 period, including online infringement, were handled by inspectors from administrative agencies,” she said. “There needs be an intellectual property court in Việt Nam , but we don’t know when it will be established,” she said at a conference on intellectual property enforcement in the digital world held in Hà Nội yesterday. HA NOI — Viet Nam is committed to protecting intellectual property rights in accordance with the law, said President Nguyen Minh Triet yesterday. He was speaking during a meeting with the General Director of the World Intellectual Property Organ-isation, Francis Gurry. But he admitted the nation was still weak in enforcement and human resources and therefore expected to receive continuing support from WIPO, with Viet Nam and intellectual property organisation working closely together for more effective and practical outcomes in the protection of intellectual property rights. The Vietnamese State encouraged and created favourable conditions for intellectuals to contribute to national development, Triet said. World Intellectual Property Association would be willing to assist Viet Nam improve the capacity of agencies and personnel on the issue, Gurry said. The draft Law is expected to be ratified later this year as Viet Nam moves closer to what deputies hope will be World Trade Organisation (WTO) accession. The new legislation marks a giant step in Viet Nam’s economic adaptation to WTO legal rules, with the Government vowing to push hard for the law’s ratification and protection of IP rights. "Viet Nam is clearly facing a number of challenges in its accession to the WTO, one of which is to ensure full protection and implementation of IP regulations," said Bui Manh Hai, Deputy Minister of Science and Technology. NA mulls draft laws on electronic transactions, intellectual property (06-10-2005) HA NOI — The process of presenting signatures electronically sparked a debate among members of the National Assembly Standing Committee yesterday on whether to write detailed regulations into the draft Law on Electronic Transactions. Skeptical deputies pointed to the fact that, because regulations on the order and method of presenting signatures electronically would depend on businesses’ technological capability, it could not be covered in detail in the law. The law’s drafting committee told the National Assembly committee yesterday that regulations on electronic signatures were based on common and existing technological principles which were standard operating procedures for any business that would seek to conduct electronic transactions. The National Centre for Hydro-meteorological Forecasting said the storm was predicted to make landfall in the central provinces late Tuesday (October 17). Due to the storm, heavy rains with rainfall of 150mm are expected to hit the north and north-central provinces between Sunday midnight and Tuesday, the centre said. Additionally, 1-3m floods were forecast in the rivers of Thao, Lô, and Thái Bình provinces on Monday and Tuesday.
