Few of the informal labourers in the country are covered by social insurance. — VNS Photo Truong Vi HA NOI (VNS) — Just five per cent of informal labourers across Viet Nam are covered by social insurance, posing a potential risk that millions of workers will be without any pension to support their later years. A study by the Institute of Labour Science and Social Affairs shows that up to 37 million labourers work in the unofficial sector, accounting for 71 per cent of the domestic workforce. They can be farmers, seasonal workers, home helpers, or street vendors. Those workers contributed more than 32 per cent to the nation's annual GDP, yet about 35 million of those will not have a pension when they get older and are incapable of working anymore. NA Standing Committee members mull tourism bill (24-02-2005) HA NOI — The law on tourism should tap the strengths of all economic sectors to create a modern and dynamic tourism market, National Assembly deputy chairman Nguyen Phuc Thanh has said. He was speaking at a meeting yesterday, chaired by another deputy chairman Truong Quang Duoc, where members of the National Standing Committee considered a draft tourism law. Explaining the need for such a law, Duoc said its predecessor, the Tourism Ordinance, had outlived its usefulness. Though, since being enacted in May 1999, the ordinance had made significant contributions to the national budget and tourism activities, many of its provisions were no longer appropriate, he said. Most delegates agreed with the bill, however, differing opinions remained on some of the content. Nguyen Thi Hong Vi from northern Son La Province supported the creation of a legal aid fund. The fund’s activities, she said, "should not be to profit and enjoy tax exemptions." For a long time consumers have associated imported products with quality, turning away from domestically manufactured goods. But the mood has begun to change, with the Government urging Vietnamese businesses to build their brand identities. Viet Nam News reported on August 19 that officials had told a conference in HCM City that domestic dairy products were "as good as imports". But it is not only the domestic market that should be targeted.
