The new policy has been issued as only 15 per cent of the university’s lecturers take part in research and international publishing activities. The value of rewards range from VNĐ30 million (US$1,320) to VNĐ200 million ($8,800), with the highest level applied to Institute for Scientific Information (ISI) publications with an impact factor (IF) of more than two points. ISI is a prestige bibliographic database of thousands of academic journals. This database allows researchers to identify frequently cited articles and who has cited them. HCM City wants to make District 2 a central city district. — VNA/VNS Photo Viet Nam News HCM CITY — The People’s Committee of HCM City plans to make District 2 a central district of the city. The committee has asked District 2 authorities to work with Thủ Đức District and District 9 to build an innovative urban area in the eastern part of the city. Nguyễn Thiện Nhân, the city’s Party Committee Secretary, said the urban area would be based on the advantages of each of the three districts. According to the plan, District 2 would become a financial centre along with the Thủ Thiêm New Urban Area, while District 9 would be responsible for the development of technology.
