Laws passed on thrift, waste, commercial paper (17-11-2005) HA NOI — The National Assembly gathered yesterday to ratify the Law on Practising Thrift and Combating Waste and the Law on Negotiable Instruments. Although there were still differing opinions, the NA approved both draft laws; the law on thrift and waste was passed with 71 per cent of votes, and the law on negotiable instruments passed with 70 per cent. According to the Director of the NA Committee for Economic and Budgetary Affairs, Nguyen Duc Kien, members voiced varying different opinions on 25 of the total 86 articles of the law on thrift and waste. Some asked for supplements to the articles on practising thrift and combating waste to avoid damage to offices, individuals and society, and asked that a number of organisations must have added responsibility to practice thrift and combat waste. Fifteen laws passed by NA announced (12-07-2005) HA NOI — Fifteen new laws passed by the National Assembly last month have been announced by President Tran Duc Luong. Of these, the Civil Code and an accompanying resolution for its implementation, the Commercial Law, the Customs Law, the Import-Export Tax Law, the Tourism Law, the Railway Law, the Maritime Navigation Law, the International Treaties Law, the Defence Law, the Audit Law and the Education Law will become effective from the beginning of next year. The Minerals Law and the Medicine Law will become effective from October but no dates for implementation of the Military Duty Law and the Emulation and Awards Law have been set. The US passenger had flown to Việt Nam from Taiwan and was transiting to Laos. Tiền Phong (Vanguard) newspaper reported that the security forces discovered the case at the checked baggage liaison area, T2 passenger terminal, at Nội Bài International Airport. Aviation security forces checked the baggage of passenger L.S, who took flight BR397 from Taoyuan International Airport (Taiwan) to Nội Bài airport, and was to board the connecting QV312 flight to Wattay International Airport (Laos). Security forces seized several detachable guns and three plastic boxes containing 200 bullets. The 51-year-old passenger has an American citizenship. Prime Minister Phan Van Khai was appointed "Commander in Chief" of the Anti-Corruption Committee under the new law by unanimous agreement of the deputies. "The committee will not do the job of functional offices of the State apparatus," assembly Legal Committee director Vu Duc Khien reassured the deputies. Legislators pass laws on residency, tax, notaries (23-11-2006) HA NOI — Breaking a legislative log jam following last week’s adjournment during the APEC meeting in Ha Noi, the 10th National Assembly session yesterday passed laws on residency, tax administration, technology transfers, notarisation and dike management. The new Law on Residency was approved after deputies heard a report on amending the draft law submitted by the National Assembly Standing Committee. The law passed with 83 per cent of deputies voting in favor. The law, with four chapters and 35 articles, regulates principles, contents and resources to support SMEs, as well as responsibilities of agencies, organisations and individuals relating to the support for SMEs. Under the law, SMEs include micro-enterprises and small- and medium-sized enterprises with the average number of employees with social insurance being less than 200 per year. President enacts three new laws (21-07-2006) HA NOI — President Nguyen Minh Triet promulgated three laws passed during the May-June sitting of the National Assembly yesterday. The three, the Cinema Law, the Real Estate Law, and the HIV/AIDS Prevention and Control Law, will come into effect on January 1. The Cinema Law The eight chapters and 55 articles of the Cinema Law regulate the rights and responsibilities of individuals and organisations throughout the industry. Deputy Culture and Information Minister Le Tien Tho said its promulgation was essential because the country is undergoing rapid economic and social change.
