Dung addressed problems surrounding the construction of Viet Nam’s first-ever oil refinery and the Goverment’s plans to battle corruption. Regarding the feasibility of the country’s first-ever oil refinery, Dung proposed that the National Assembly increase inspections to help advance the refinery’s completion date to 2009. Prime Minister Phan Van Khai was appointed "Commander in Chief" of the Anti-Corruption Committee under the new law by unanimous agreement of the deputies. "The committee will not do the job of functional offices of the State apparatus," assembly Legal Committee director Vu Duc Khien reassured the deputies. NA deputies pass three pressing laws (22-06-2006) HA NOI — The National Assembly (NA) yesterday passed three laws: the Real Estate Business Law, the Cinema Law, and the HIV/AIDS Prevention and Control Law. The Law on Real Estate Business, which was approved with 79.72 per cent of deputies’ vote, regulates real estate business activities and the rights and obligations of institutions and individuals who engage in real estate business and transactions. The draft law had earlier been published in the mass media for voters’ response before the legislators decided its fate. Vocational Training bill debated by NA (20-10-2006) HA NOI — National Assembly (NA) delegates yesterday discussed the draft Sports Law and draft Law on Vocational Training, with delegates divided over which particular ministry should manage the nation’s vocational training sector. During discussions, NA delegates noted that the law had been effectively drafted with only six among 92 articles of the draft needing guides for implementation. However, many deputies said the draft law needs to identify a particular ministry that would manage vocational training systems. The draft law was debated on feedback and suggestions collected from the NA deputies themselves, relevant ministries, businesses and experts in the field. At the session, deputies focused on four major issues including the name of the proposed law; the allowable number of overseas companies who engage in exporting workers; allowable service fees and commissions charged ; and the differences between two types of enterprises that deal with labour export.
