Legal issues with compensation in metro project under review The Saigon Times Daily An overhead section of the first metro line project under construction in HCMC - PHOTO: THANH HOA HCMC - Units in charge of clearing the site for the Ben Thanh-Suoi Tien metro line and other relevant bodies have been told to review legal issues to continue compensation after the Government decides on the project’s investment adjustment, Sai Gon Giai Phong reported. The newspaper quoted the office of the HCMC government as saying on February 13 that the city’s compensation assessment council was assigned to consult with the city government and send the Asian Development Bank information about the updated resettlement plan and accountability. The city will report to the prime minister, who will give his approval for the compensation framework and resettlement plan. HÀ NỘI - The National Assembly Standing Committee came to the agreement that child abuse would be its prime focus in 2020 as part of its supervisory duties. The National Assembly (NA) needed to raise its voice after so many cases of children being abused and mistreated made headlines in recent times, NA Chairwoman Nguyễn Thị Kim Ngân said as the committee continued its 33rd meeting yesterday. Despite agreeing that children's issues deserve to be looked at, Chairwoman Ngân cautioned that this area comprised a wide array of issues, so certain angles should be selected to focus on, such as judicial issues or the implementation of legal regulations on child protection. Lawyers have to boost legal system: President (05-04-2005) HA NOI — President Tran Duc Luong yesterday called on Vietnamese lawyers to raise their level of responsibility to develop laws and improve legal knowledge to contribute to the building of a law-governed socialist state, strengthening the legal system and social order, and protecting justice. Luong made his statement at the 50th anniversary celebration of the Viet Nam Lawyers Association. Luong also asked that the association play a greater role in providing legal counsel and settling disputes at the grass roots level. Luong supported a proposal by the association to create a mechanism where they can become more involved in providing support for the creation of laws. HÀ NỘI — The Government Inspectorate has blamed the HCM City People’s Committee, the Ministry of Construction and the Government Office for shortcomings in submitting, evaluating and advising on resettlement areas in the Thủ Thiêm new urban area. The Government Inspectorate’s conclusion announced late yesterday related to complaints made by residents of Thủ Thiêm in HCM City’s District 2 also showed that site clearance and resettlement compensation procedures may have been violated. According to the inspectorate, Thủ Thiêm was designed to be a modern, sustainable urban area with regional scale and standards. However, during the process of implementing the project, the city’s People’s Committee and relevant departments had allowed wrongdoing to take place, prompting complaints from residents. A goal of the fund is to raise capital sources from donors in an effort to implement development strategies for the country’s legal system. It also aims to provide financial support for designated legal projects and issues involved in these strategies by 2010. The issues include management, collaboration and assessment of the implementation of the strategies, reforms and new legislative documents and projects designed to improve the professional qualifications of staff who work in authorised law firms. A report released by the NA’s Committee on Social Affairs (NACSA) yesterday, the last of its 12-day meeting, said the country’s schools have not met the huge and growing demand for vocational training. The reason, according to the committee, was because of the shortage of schools, poor educational infrastructure, and the uneven distribution of training centres at the district level. This has resulted in a situation where the number of trained students increase each year but is still far from matching the economy’s demand. Weak legal system may slow foreign investment (08-10-2005) HCM CITY — A weak legal system and poor enforcement of laws could slow the pace of foreign investment, said an Australian lawyer who spoke yesterday at an international trade conference in HCM City. "Despite wide-ranging economic reforms aimed at encouraging foreign investment, Viet Nam remains a difficult investment environment," said Robert Winter, chairman for international law at the Queensland Law Society in Australia. The conference was organised by the city Bar Association and the Law Association for Asia Pacific (Lawasia).
