The move comes in the wake of the death of a primary school student and injury of another when a teacher was reversing her car, with the registration number 26A-054.29, in Vân Hồ Primary School in the northern mountainous province of Sơn La last Thursday. The severe shortage of parking space in the capital is behind the regulation, the Hà Nội Mới (New Hà Nội) newspaper reported. Some 590 parking lots with total area of 38.9ha are currently in use in the central areas of the city, meeting only 8-10 per cent of parking demand in these areas, according to the city’s statistics. Most of the parking lots are filled beyond capacity. Due to limited public land, public parking lots throughout the city only serve 66 per cent of the city’s total parking demand, precipitating the need for new constructions to have parking basements. The incident occurred at 11:10 p.m. when the Boeing 787-9 plane (registration number VN-A865) was being parked at Tan Son Nhat International Airport to prepare for the flight to Osaka. The ladder car, operated by Vietnam Airport Ground Services Co., Ltd, hit the jet, leaving a hole in the lower half of the plane’s back door, reported Tuoi Tre newspaper. Ha Noi’s road regulations at odds with national law (03-02-2006) HA NOI — Regulations that allow Ha Noi’s police to seize vehicles involved in traffic violations are against the law, according to the Ministry of Justice. The capital city’s decision 26/2003 states that motorbikes and cars found to break the Road Traffic Law must be impounded for between 15 to 60 days, depending on the extent of violations. However, an official from the justice ministry’s Department for Inspection of Legal Documents said such penalties were in conflict with the law. Ha Noi’s impounding regulation was also one of three city decisions that were unworkable as they exceeded the capital city’s boundaries of authority.
