NA debates draft laws across the spectrum (07-06-2006) Ha Noi — The National Assembly debated draft laws on Tuesday on vocational training and the donation of organs and tissue. In debates on the draft law on vocational training, deputies complained that a number of the provisions go against those on education. Nguyen Thi Hong Vi from the northern province of Son La suggested the name of the law should be changed to the Law on Vocational Training and The Management of the Ministry of Education and Training. Delegate Bui Si Tieu, a resident of Thai Binh Province, said the main provisions of the bill are "contradictory" to the Law on Education, and he wondered whether vocational training schools would be able to retain their function if the bill is approved. Nguyen Minh Thuyet of Lang Son Province said the bill failed to meet its objectives, particularly as it cross-cuts the issue of management agencies and certificates. Legislators pass laws on residency, tax, notaries (23-11-2006) HA NOI — Breaking a legislative log jam following last week’s adjournment during the APEC meeting in Ha Noi, the 10th National Assembly session yesterday passed laws on residency, tax administration, technology transfers, notarisation and dike management. The new Law on Residency was approved after deputies heard a report on amending the draft law submitted by the National Assembly Standing Committee. The law passed with 83 per cent of deputies voting in favor. In debate leading up to the passage, the deputies agreed with the draft law’s content and recognised that the regulations were clear, specific and feasible. Enterprise law needs fine-tuning (07-03-2005) HA NOI — The much-awaited unified Enterprise Law needs further modifications in order to get rid of administrative snags and create a truly level playing field for all businesses, said a conference organised to review the latest draft of the law. Representatives at the conference last Friday, which included members of Viet Nam’s business community and lawyers, acknowledged that the law would create a breakthrough in the country’s business environment. Director of the Trans-Pacific Service Company, Nguyen Minh Phu said the unified law would be a big step for all economic sectors to get on an even keel. Unified Enterprise Law under scrutiny (29-07-2005) HA NOI — The proposed changes to the unified Enterprise Law, now before the National Assembly Standing Committee, were put into doubt by Vice Chairman Nguyen Van Yeu yesterday. Yeu said he was confused about the changes during discussion of a preliminary report by the Economic Budgetary Committee. Attending a meeting of the NA’s Standing Committee to review both the unified Enterprise Law and the common Investment Law, he asked Planning and Investment Minister Vo Hong Phuc why the draft had dealt mostly with the regulation of non-State business when the law itself was supposed to apply to all kinds of enterprises. Deputies mull laws on enterprises, HIV/AIDS (08-11-2005) Ha Noi — The Enterprise Law is nearing its final form before its expected approval by the National Assembly, while yesterday’s legislative session also saw deputies discuss the draft Law on HIV/AIDS. In a two-day debate concluding yesterday, numerous deputies argued that workers’ rights should be covered in the new Enterprise Law as they were the main subjects in the enterprises. Deputy Cu Thi Hau, Phu Tho, said the unified Enterprise Law (EL) focused too much on the rights of investors and enterprise managers and almost "forgot" the most important element of an enterprise, the workers. Hau said some 900 industrial strikes had been reported nationwide with a very simple cause: workers’ rights had been neglected. With this argument, Hau deemed it necessary to include a provision in the law about workers’ rights in order to prevent future industrial strikes and secure production stability. Committee maps out development goals (28-02-2006) Ha Noi — The Committee of Trade and Investment (CTI) has over the last two days discussed measures to ensure an effective contribution to fulfilling the aims of the Doha Development Agenda, CTI Chairman Chris De Cure said yesterday. Last year, APEC leaders endorsed the so-called Busan Roadmap, which is a strategic initiative for commitment to free trade in the APEC region. The roadmap supports WTO negotiations, particularly the Doha Round, De Cure said, because APEC leaders are of the opinion that the best way to reach trade and investment liberalisation objectives is through WTO negotigations. The CTI worked to establish an agenda for the Busan Roadmap as well as measures to help APEC members fulfil their commitments. One of the measures is technical assistance and capacity building. National Assembly Legal Committee chairman Vu Duc Khien reported to deputies on adjustment to the draft law during yesterday’s National Assembly meeting. Regular and temporary residential registration were regulated in detail in the draft law. Many deputies responded to his report that the draft Law on Residency should concretely state in its provisions the rights of residential freedom guaranteed to citizens in the constitution. At a discussion session of the NA Standing Committee on the draft revised Securities Law on September 9, NA Chairwoman Nguyen Thi Kim Ngan wanted to know which agencies would be in charge of controlling the issuance of bonds by real estate firms and how they would be controlled.
