The MoIC, under the leadership of new acting minister Nguyễn Mạnh Hùng, released a draft decree to terminate the regulation which required all mobile phone users to register a portrait photo to their service providers by April 24, 2018. The idea was meant to help the Government manage mobile users, said the MoIC at the time, despite mounting criticism of personal invasion and concerns of personal information leaks. When Trần Văn Bắc was brought to the hospital on Monday morning, he was struggling to breathe, vomiting and itching all over, said Dr Đặng Văn Khuông, deputy director of the hospital, adding that the boy had a serious allergic reaction and was going into shock. Nguyễn Hùng Mộng, head of the hospital’s emergency and recuperation ward, said the child may have died if he had not been hospitalised on time. The boy had used a Vietnamese passport when he left Vietnam through the Hanoi-based Noi Bai international airport, so he was not entitled to the tax refund, as stipulated in Circular 72 issued by the Ministry of Finance on granting foreigners tax refunds, said the customs department’s representative. HÀ NỘI — About four weeks ago, seven seventh graders from Nguyễn Du Secondary School in Cam Ranh city were taking photos when one of the female students fell into a reservoir. The others extended their hands to help, but they fell as well. Hearing their screams, two boys, Bo Tý and Cao Lâm, who were near the Tà Rục reservoir in Khánh Hòa Province, immediately ran to the site and rescued five of the seven girls. Weeks later, Tý says he is still disconsolate about his inability to save the other two girls. After his parents died, Tý moved in with his sister’s family, who are poor. Lâm, 14, dropped out of the seventh grade because of his family’s poverty. To earn an income, he tends cows for neighbours, as does Tý. Lâm’s mother, Cao Thị Vin, found out about her son’s bravery by chance. Since she has no TV, she heard about it through a local vendor.
