The MoIC, under the leadership of new acting minister Nguyễn Mạnh Hùng, released a draft decree to terminate the regulation which required all mobile phone users to register a portrait photo to their service providers by April 24, 2018. The idea was meant to help the Government manage mobile users, said the MoIC at the time, despite mounting criticism of personal invasion and concerns of personal information leaks. Investors have stayed cautious this week, making the recent trading sessions sluggish. Without block deals, liquidity on the two bourses was around VND2.5 trillion each session. The benchmark VN-Index of the Hochiminh Stock Exchange edged down 2.79 points, or 0.29% to close at 974.13 points. Market breach was negative since the number of losers outnumbered that of gainers by 166 to 108. Around 149 million shares worth more than VND2.9 trillion were traded on the HCMC exchange, up 11% and 5% from the previous session, respectively. Though the number of falling stocks was far higher than that of advancers at 190 to 96, the VN-Index of the Hochiminh Stock Exchange still managed to add a slight 3.05 points, or 0.32%, at 964.35. Stock trade sharply improved, supported by some large block deals. Volume surged 65.4% against the previous day at 231.9 million shares and value edged up 31.6% at VND5.4 trillion.
