The proposal details plans to build the Đuống River water supply system, the Hồng (Red) River water plant, the Xuân Mai water plant, with a capacity of 300,000cu.m per day, and the water plant in the Tiến Thịnh Commune in Mê Linh District, which will have a capacity of 25,000 cu.m per day. Currently, residents of Vân Hòa Village in Triệu Hòa Commune use underground well water, where the iron content exceeds 18 times the permitted limit as per the daily water standard set by the health ministry, a report by the local Department of Natural Resources and Environment states. The factory will take water from the bottom of the Đuống River that runs next to the villages. In the first phase of the factory’s operation, clean water will be supplied to about three million people with the capacity of 150,000cu.m per day and then increase to 300,000cu.m per day. In the second phase, the capacity will hit 400,000cu.m per day. Đỗ Văn Đinh, project manager, told the Tiền Phong (Vanguard) newspaper that this factory can replace other water supply units if necessary. The Ministry of Public Security’s Criminal Science Institute arrived at the conclusion after analysing samples. Water samples from dialysis machines number 10 and 13 had a low level of potential of hydrogen (pH) and high conductivity; the florua level in machines number 10 and 13 were 245 and 260 times higher, respectively, than permissible limit of Association for the Advancement of Medical Instrumentation ( AAMI ). The city’s Department of Natural Resources and Environment has submitted the plan to the city’s People’s Committee for approval. Under the plan, the total volume of groundwater exploitation would be reduced to 330,000cu.m a day by 2019; about 200,000cu.m a day from the 2020-23 period, and 100,000cu.m a day by 2025.
