As far as I know, HCM City is the third city, besides Hà Nộ i and Đà N ẵng, to come up with a roadmap to limit private vehicles travelling to the city centre and to areas prone to traffic congestion. According to the proposal’s first phase from now until 2020, the city will increase parking fees, restrict parking for motorbikes and impose a toll on vehicles entering the city centre. During peak hours between 7am and 7pm, motorbike travel will be restricted between Tân Bình District’s Tr ư ờ ng Sơn Stree t and District 1’s Nguyễn Thị Minh Khai Street, and between Pasteur Street (Lý Tự Trọng – Điện Biên Phủ section) and Nam Kì Khởi Nghĩa Street (Điện Biên Phủ - Lý Tự Trọng section). Second thought for a proposed motorcycle ban The Saigon Times Daily The proposal to ban motorcycles in downtown HCMC is revisited, time and again, as authorities seek to fight traffic congestion, and as usual, the tentative scheme has drawn fire from experts and the general public alike. In the scheme to develop public transport and restrict individual vehicles, authorities target to gradually limit motorcycles in downtown HCMC from 2025, which will amount to an outright ban by 2030. Under the scheme presented by the HCMC Department of Transport and the Transport Development and Strategy Institute (TDSI) under the transport ministry, it is reported that relevant agencies have conducted a survey among 35,000 passengers across the city, and the majority approve of the ban. Speaking at a seminar on reducing traffic congestion and air pollution in Hà Nội on Wednesday, director of the institute’s Urban and Rural Traffic Centre Phạm Hoài Chung said in addition to the economic loss, the city’s air pollution index has risen five times higher than allowed levels. Traffic congestion has caused the loss of more than one million working hours per year, he said.
