Legal issues with compensation in metro project under review

HCMC – Units in charge of clearing the site for the Ben Thanh-Suoi Tien metro line and other relevant bodies have been told to review legal issues to continue compensation after the Government decides on the project's investment adjustment, Sai Gon Giai Phong reported.
The newspaper quoted the office of the HCMC government as saying on February 13 that the city's compensation assessment council was assigned to consult with the city government and send the Asian Development Bank information about the updated resettlement plan and accountability.
The city will report to the prime minister, who will give his approval for the compensation framework and resettlement plan.
The Management Authority for Urban Railways of HCMC (MAUR) will continue procedures for bidding on major packages of the project after the legal framework of the project is completed.
If there are problems beyond the authority of the district governments, they should review the existing regulations and price plans and report to the city's compensation assessment council or the city government.
MAUR will work with the project consultant on contracts and report to the HCMC Department of Planning and Investment if any problems emerge.
The second metro line, which has yet to be developed, will stretch nearly 20 kilometers and connect Thu Thiem New Urban Area in District 2 and Tay Ninh Coach Station in neighboring Tay Ninh Province.
In the first phase, the city will develop an 11.3-kilometer section running from Ben Thanh Market in the downtown area to Tham Luong Depot in District 12, including 9.3 kilometers of underground tracks.
Its investment is expected to soar to VND47.891 trillion from the initially approved tally of VND26.12 trillion in 2010, due to its lengthy preparations, delays in its execution process, and increases in construction workload and prices.
